Tim is ... just not having a good time. He's been locked up in time prison for God only knows how long, has already gone a round with his fascist future self, doesn't have clue one as to where he is right now (well, no, that's not entirely true, it's not Gotham, so that's a clue), but he still can't even manage to be surprised that there are ambulatory skeletons about, looking to cause trouble.
All things considered, this is actually just another day in the life of Red Robin.
It's just too bad he doesn't have his staff anymore. At best, unless these skeletons can't take a punch, he's got a handful of batarangs to throw, and if it were just him, that would probably be fine - but there are civilians under attack here, and even if they do have weird and slightly menacing-looking companions, Tim's determined to save them. Elizabeth is the closest, so she's where he starts.
"Those wouldn't happen to be magic cards, would they?" Probably not - that would just be too easy.
